Note: Response to Comments The proposed project is the preparation of a comprehensive update of the City's 1983 General Plan. California law requires cities and counties to adopt a General Plan to guide future development. The Draft Clearlake 2040 General Plan provides a plan for growth in the City through the year 2040. The original documents were produced by a graduate class of students from CalPoly, in 2014, at which time an DEIR was circulated for comment. This Revised DEIR is being recirculated for new public agency comment. The General Plan includes the following elements: Land Use, Circulation, Housing, Conservation, Open Space, Noise, Safety, Economic Development, Public Facilities, Community Design and Health.
