Flint Williamson Act Amendment and Grading Permit

The project consists of a request for the following entitlements: 1. A Rescission of an existing Williamson Act contract to simultaneously enter into a new Williamson Act contract for property in the AG-80 and AG-80(F) zones for the purpose of allowing open space use in addition to agricultural uses on approximately 40 acres of a 77-acre parcel. 2. A grading permit for grading and other earthwork associated with the proposed habitat creation. The project involves the creation of a wetland mitigation bank on a 77-acre parcel located adjacent to the Cosumnes River, just east of the Cosumnes River Preserve. The mitigation bank will be constructed on about 42 acres of the site, while the remainder of the site will remain in agricultural use as an Agricultural and Swainson's Hawk Conservation Easement. Construction of the mitigation bank is anticipated to occur in two phases: the first phase is expected to take place during the summer months of 2014 while the second phase will begin in the summer months of 2015. The first phase will involve the grading of the project site to create the necessary topography. The applicant plans to wait a year between phases in order to let the vegetation, seeded during the first phase, establish itself within the proposed bank. During the second phase, the levee along Irrigation Canal A will be breached in order to allow seasonal inundation of the site in support of wetland habitat.
