The originally approved project consists of an amendment to Title 19 Kern County Zoning (July 2012), with focus on Chapter 19.98, to inclde new site development standards for all oil and gas exploration, extraction, operations, and production activities in unincorporated Kern County. The Division of Oil, Gas, and Geothermal Resourcesm as the CEQA responsible agency, will be issuing a permit for the proposed project activity, which consists of the following:
Area Energy LLC proposes to hydraulically fracture 12 wells. The process is expected to take 3 days, or less, per well and will include placement of portable tanks and all ancillary equipment to support the closed loop system, as well as the stimulation treatments. The wells are in a densely developed oilfield (Lost Hills) and are scheduled to be drilled. Fluids from the WST will be collected in a closed system and will not be discharged onto the ground or into sumps. Flow-back fluids from the well immediately after WST operations will be collected in the closed system at the well site. The collected fluid will be transported from the well sites for treatment in Aera's water treatment facility, Water Plant 20 located in the South Belridge Field, and transported via pipeline to Aera's permitted Class II disposal wells.
