The project is the adoption and implementation of the City of La Mesa 2012 General Plan. The 2012 General Plan builds upon the vision established in the City's existing General Plan and responds to the evolving needs and objectives of the community. The 2012 General Plan includes the seven state mandatory elements and three optional elements as follows: land use and urban design; circulation; conservation and stainability; recreation and open space; Historic preservation; noise; safety; public services and facilities; health and wellness; and housing. The DEIR analyzes impacts associated with the implementation of the 2012 General Plan.
