Under Public Resources Code Section 42970-42983, manufacturers of carpet sold in CA must develop a plan (the CA Carpet Stewardship Plan) by which they will decrease the amount of postconsumer waste carpet that is disposed in landfills and increase the amount of carpet that is recycled into secondary products, among other things. In this case, carpet manufacturers, working collectively through a stewardship organization (Carpet America Recovery Effort) prepared a statewide stewardship plan. The Department of Resources Recycling and Recovery has authority to approve the plan, provided it meets the statutory requirements. The Department's approval of the statewide CA Carpet Stewardship Plan is the project that the Department has evaluated pursuant to CEQA.
