Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement number 1600-2012-0014-R5, pursuant to section 1602 of the Fish and Game Code to the project Applicant, Orange County Public Works. The major amendment consists of implementing a rotational maintenance plan at the Lower Peters Retarding Basin by implementing the plan in three phases. Phase 1 will set up a Vegetation Establishment Zone, install meandering microchannels for better drainage, establish an access path along the central v-ditch, and clear the central v-ditch of any sediment, vegetation, and debris. Phase 2 will implement a rotational vegetation maintenance regiment to set up a baseline of vegetation. With a baseline established, Phase 3 will introduce sediment maintenance activities in addition to vegetation maintenance activities and implement them in a rotational approach, where the Basin will be sectioned into three areas and only one area at a time will undergo maintenance. This phased rotational maintenance approach will increase the overall footprint of temporary impacts to at most 10.67 acres in the Basin temporally but will not exceed the previously approved temporary impacts of 10.53 acres during each maintenance event.
