Note: Response to Comments Specifically, the Thermalito Water and Sewer District is proposing to replace the existing East Trunk sewer line in Butte County, CA. The purpose of the project is to address and meet existing capacity deficiencies caused by 1) infiltration and inflow, 2) unplanned connections from the County of Butte's Government Center and 3) unplanned increases in flows from past land use approvals that allowed higher land use densities within the City of Oroville. The proposed East Trunk replacement line project will consist of placing a new trunk line tandem to the existing sanitary sewer collection system where feasible, utilizing the existing rights-of-way (ROW) and existing sanitary sewer collection system easements already in place. The placement of the pipeline in a tandem locations will allow the existing system to remain in service while the proposed replacement facilities are being installed. The replacement pipeline will be constructed of 12" and 15" Polyvinyl Chloride gravity sewer pipe; this larger pipes size will accommodate the current capacity deficiencies.
