The Long-Term Water Transfers EIR/EIS evaluates a range of potential water transfers from willing sellers to meet existing demands of buyers. Water transfers could occur through groundwater substitution, cropland idling, reservoir release, and conservation and could include individual and multiyear transfers from 2019 through 2024, subject to annual review and approval. Transfers could originate in Colusa, Butte, Glenn, Merced, Nevada, Placer, Sacramento, Shasta, Solano, Sutter, Tehama, Yolo or Yuba Counties. Transfer buyers could be in Alameda, Contra Costa, Fresno, Kings, Merced, San Benito, San Joaquin, Stanislaus or Santa Clara counties.
