The Final SEIR and attached added Appendices provide responses to comments received on the draft SEIR, the delineated comments on the draft SEIR, and the Mitigation Monitoring and Reporting Program. The body of final SEIR is presented as a markup of the draft SEIR, with underline and strikeout.
