Due to energy and solids disposal costs, the costs to operate the plant have increased. Therefore, there is an immediate need to improve the various processes to reduce operating costs. Additionally, the plant needs to be expanded to handle wastewater influent flows due to projected regional development. Plant expansion alternatives need to maintain an equitable balance between capital and operating costs.
