Document Description
Project to construct improvements at the City of Vacaville's Easterly Wastewater Treatment Plant (EWWTP) necessary to respond to regulatory and permit requirements, including compliance with numerical ammonia limits, nitrate limits, elimination of blending and dry weather filtration / Title 22 reclamation. The EWWTP currently discharges treated wastewater effluent to Old Alamo Creek; such discharge being regulated by a NPDES permit from the Central Valley Regional Water Quality Control Board (CVRWQCB). On April 25, 2008, the CVRWQCB issued Waste Discharge Order No. R5-2008-0055, NPDES Permit No. CA007769 which requires the City to implement the upgrades to the treatment plant identified in the Tertiary Treatment Project. In addition, as part of the project, the City will be implementing modifications to some of the existing facilities to improve operational efficiency and address reduction to certain odor, light/glare and noise concerns that have been expressed to the City. The project is located within the boundaries of the 182' acre City owned property designated for public facility uses, of which approximately 30 acres is developed with the EWWTP facilities. The site is an incorportated parcel located 4.5 miles south east of Vacaville and is surrounded by unincorporated lands within the jurisdiction of Solano County.
