Construction of a new pipeline segment, SJPL No. 4, in the SJPL System's Eastern Segment beginning at Oakdale Portal in western Tuolumne County and extending ~6.5 miles to west in Stanislaus County; Construction of a new valve house at Oakdale Portal (Valve House No. 4) at the eastern end of the new SJPL No. 4 in the SJPL System's Eastern Segment; Construction of a new prestressed concrete cylinder pipe Tie-In Vault at the western end of the new pipeline segment, SJPL No. 4, in the SJPL System's Western Segment, beginning near a new crossover facility west of the San joaquin River in Stanislaus County and extending 11 miles west tot he Tesla Portal located in San Joaquin County; Construction of 2 new crossover facilities, the Emery Crossover, located about 9.2 miles west of the Oakdale Portal in an unincorporated area of Stanislaus County, and the Pelican Crossover, located west of the San Joaquin River at the eastern end of the Western Segment located about 8 miles southwest of the City of Modesto; Ancillary project components comprised of site improvements at the Oakdale Portal, construction of 2 new throttling stations along the SJPL System in the Eastern Segment, and upgrade of existing discharge facilities at Cashman Creek; Construction of a new truss bridge aerial structure to carry SJPL No. 4 across the CA Aqueduct; Pelican Crossover intermittent drainage (e.g., maintenance, emergency) options which will involve drainage through an unnamed drainage canal to the San Joaquin River, and discharge of water to U.S. Fish and Wildlife Service property to irrigate a managed wetland area.
