Request for a Grading Permit to construct an approximately 672-feet long, 14-feet wide access road from Stagecoach Canyon Road across two adjacent properties to facilitate construction of a new single-family dwelling with a detached garage. The roadway will have a 12-foot wide paved surface with 2-foot wide shoulders on each side. A series of 2.36-foot to 8.58-foot tall retaining walls along both sides, above and below road grade, will support the new structure. The access driveway will cross the rear property lines of the two properties located northeast of the development site along an existing right-of-way easement established as part of Lake Berryessa Estates, Unit No. 2 subdivision tract. The new road will be located a minimum 2-feet above the top-of-bank along the west side of a Putah Creek tributary, a seasonal blue-line creek, which crosses under Stagecoach Canyon Road to the north and east of the access roadway through an existing culvert. The applicant wants to build a one-story, 1,344 sf home with a detached, 400 sf, two-car garage on a vacant, rectangular lot about 29,621 sf in size. Due to the parcel's steep topography, direct access from Stagecoach Canyon Road frontage is not available and can only be provided with the proposed access roadway.
