Document Description
The Department of Toxic Substances Control (DTSC) approved the Remedial Action Plan (RAP) for the Lagoon Groundwater Study Area (LGWSA; Project Site) to address contaminants from historical operations, such as total petroleum hydrocarbons, volatile organic compounds (VOCs), and semi-VOCs. The Project Site is a groundwater plume that is approximately 112-acres and is mostly contained within the Sacramento Railyards Property, with a portion extending one block north to North D Street. The RAP is an additional remediation component of the Railyards Specific
Plan (RSP) Final Supplemental Environmental Impact Report, Richards Boulevard Area Plan (FSEIR).
The Project activities consist of In-Situ Chemical Oxidation (ISCO)and the multiple components to address the contamination in groundwater, which include:
• Implementation of an environmental covenant to restrict groundwater use on-Site and to require installation of vapor barriers in future buildings, if needed;
• A groundwater monitoring program;
• ISCO or In-place injection treatment in groundwater to reduce concentrations; and,
• Groundwater extraction to prevent expansion of the plume.
