Document Description
The proposed action consists of the approval to issue a 50-year ground lease (Proposed Action) with SGCLMC-WELD Investment Company, L.P. (Weld), commencing on the later of the first day of the month following Board approval, if granted, or the date of issuance of the first construction permit by the City of El Cajon (City) for the vacant site development of a distribution center (Weld Project). The City previously certified an Environmental Impact Report (EIR) for the Forrester Creek Industrial Park on August 12, 2009 (2009 Project). As a component of the previously certified EIR, the Proposed Action was reviewed pursuant to CEQA Guidelines Section 15162, and an Environmental Review Update Checklist dated February 10, 2021, updated March 10, 2021 (Findings) was prepared, which determined that there are no changes to the 2009 Project or the circumstances under which it is undertaken, in relation to the County’s discretionary action of issuance of a new ground lease, that involve significant new environmental impacts which were not considered in the previously certified EIR, or an increase in the severity of previously identified significant effects since the EIR was prepared. The Findings were prepared pursuant to environmental resources considered under the previously certified 2009 EIR and associated City of El Cajon Addendum for Weld Boulevard Distribution Center Project dated January 2021.
