Document Description
A geotechnical investigation consisting of a Parallel Seismic Test (PST) and two borings will provide analytical data for a stability analysis of the H St Bridge as part of the ARC2 Project. A PST involves drilling a borehole within 18-inches of the existing bridge pier. The estimated depth of the borehole would be 35 to 40 feet below ground and would be performed within the existing project footprint. The borehole would be fitted with a 2 to 3-inch diameter rigid pipe filled with water. An instrument is lowered at various intervals within the water filled pipe while the pile cap is tapped with a hammer. The sound wave travels down the pile and the instrument data are used to determine the depth of the bridge pier. Two additional borings will be conducted on either side of the bridge pier to confirm the depth. The contractor would be required to adhere to Sacramento County Code, Title 6 Health and Sanitation, Chapter 6.28 Wells and Pumps, 6.28.040 Water Well Standards for backfilling the boreholes. The proposed investigation is expected to occur in Summer or Fall of 2023.

Reasons for Exemption
The Board has determined that the proposed project is exempt from CEQA under the CEQA California Code of Regulations (CCR), Title 14, Sections 15304 (Minor Alterations to Land) and 15306 (Information Collection) categorical exemptions (CEQA CCR, Title 14, Sections 15304, 15306) because the proposed project consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. In addition, the proposed project includes the basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. Further, none of the exceptions in CEQA CCR, Title 14, Section 15300.2 apply. Please note, the signed NOE is not attached.
