Document Description
The U.S. Army Corps of Engineers (USACE), has requested the Department of Water Resources (DWR), on behalf of the non-federal sponsors the Central Valley Flood Protection Board (Board) and the Sacramento Area Flood Control Agency (SAFCA), conduct subsurface archaeological exploration, environmental soil sampling, geotechnical boring, topographic survey and utility survey activities to collect data to support the design of erosion protection and levee improvement under Contract 4A as part of the ARCF Project.

Reasons for Exemption
The Board has determined that the proposed project is exempt from CEQA under the CEQA CCR, Title 14, Section 15304 (Minor Alterations to Land) and CEQA CCR, Title 14, Section 15306 (Information Collection) categorical exemptions because the proposed project consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. In addition, the proposed project includes the basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. Further, none of the exceptions in CEQA California Code of Regulations, Title 14, Section 15300.2 apply. Please note, the signed NOE is not attached.
