Document Description
The U.S. Army Corps of Engineers (USACE), in coordination with the Department of Water Resources (DWR), the Central Valley Flood Protection Board (CVFPB), and the Sacramento Area Flood Control Agency (SAFCA), propose to conduct geotechnical exploration and environmental soil sampling using sonic drilling methods with continuous sampling as part of the American River Contracts 3b and 4a Projects. Approximately 50 borings will be conducted for geotechnical and environmental data collection. Excavated soil cores will be collected and removed from the site for testing. Upon completion of drilling, each boring will be grouted with cement-bentonite slurry. The proposed action will also include additional environmental investigations which will consist of approximately 100 hand borings and 20 trenches that are each approximately 1 meter deep, 5 meters long, and 1 meter wide to gather archaeological information.

The proposed geotechnical and environmental work will occur at four locations along the American River Parkway in the City and County of Sacramento. American River Contract 3b contains one site located on the right bank upstream of the Howe Avenue Bridge and two sites located on the right and left banks upstream from the Watt Avenue Bridge. American River Contract 4a contains one site located on the right bank near the Highway 160 bridge.

Reasons for Exemption
The project consists of minor alterations to land and subsurface data collection through geotechnical and environmental investigations that will not result in a significant disturbance to the environment. The proposed action falls under Categorical Exemption Class 4 Minor Alterations and Class 6 Information Collection (14 CCR§15304, 14 CCR§15306). The subsurface investigations would include minor alterations to land through boring and trenches to collect soil samples. Sampling locations will be backfilled upon completion and sites will be restored to pre-project conditions. The samples will be used to gather information that will be used to support American River Contracts 3b and 4a Projects’ engineering design. Please note, the signed NOE is not attached.
