Document Description
The U.S. Army Corps of Engineers, in coordination with the Department of Water Resources, the Central Valley Flood Protection Board, and the Sacramento Area Flood Control Agency, propose to conduct topographic and utility surveys at planned flood system improvement areas (i.e. erosion protection sites) as part of the American River Contracts 4a and 4b Projects. Survey data will be used to inform future engineering design of the American River Contracts 4a and 4b Projects. The surveys will include data gathering of all flood control features located in the planned erosion protection sites. The utility surveys would include potholing to verify existing underground utilities. Potholing methods include the use of hand tools or air and hydro vacuum excavation that are mounted to a trailer or truck.

The proposed topographic and utility surveys will occur along the right bank of the Lower American River within the American River Parkway in the City of Sacramento, in Sacramento County. American River Contract 4a is located near the Highway 160 bridge between River Miles 1.6 and 2.4. American River Contract 4b is located east of Watt Ave between River Miles 9.5 and 11.1.

Reasons for Exemption
The project consists of minor alterations to land and subsurface data collection that will not result in any significant impacts to the environment. The proposed action falls under Categorical Exemption Class 4 Minor Alterations and Class 6 Information Collection (14 CCR§15304, 14 CCR§15306). The utility surveys would include minor alterations to land through potholing to verify existing underground utilities. The surveys will gather data that will be used to support American River Contracts 4a and 4b Projects’ engineering designs. Please note, the signed NOE is not attached.
