Document Description
Response to Comments Received on the Draft Supplemental Environmental Impact Report for the Shafter Wasco Waste Diversion Project. The major components of the Project include: • (a) Amend the Land Use, Open Space and Conservation Element of the Kern County General Plan (GPA No. 10, Map 78) from Map Code 3.4.1 (Solid Waste Facility Buffer) to Map Code 3.7 (Other Waste Facilities) or a more restrictive map code designation for 20 acres for composting facility and from Map Code 8.1 (Intensive Agriculture – Min. 20-Acre Parcel Size) to 3.4.1 (Solid Waste Disposal Facility Buffer) or a more restrictive map code designation for 50.21 acres of landfill buffer property; and Amend Kern County General Plan Appendix E Map, Shafter-Wasco Recycling and Sanitary Landfill (RSLF), to show the revised Shafter-Wasco RSLF facility with designated buffer and compost areas • (b) A Modification of Conditional Use Permit (CUP No. 1, Map 78) to increase the permitted facility boundary from 357.48 acres to 407.69 acres to include 50.21 acres of landfill buffer property (Section 19.12.030.H) in an A (Exclusive Agriculture) District; designate 20 acres for the compost facility with no change to the 135-acre permitted disposal area and increase hours of operation; and increase hours of operation in an A District. • (c)Revise the existing Solid Waste Facility Permit (SWFP #15-AA-0057)
