The proposed project is subject to the Regional Land Use Element Policy 2.4 Non-Urban Residential and General Plan Land Use Designation (17) Estate Residential. The General Plan requires minimum gross lot sizes of 4 acres where the average slope of the lot is greater than 25 percent. The project proposes lot sizes of 4 and 6 gross acres where each lot has an average slope greater than 25 percent. The proposed project has gross lot sizes consistent with the General Plan. The current zone is RR.5, Rural Residential Use Regulation, which requires a net minimum lot size of 2 acres. The project proposes lot sizes greater than 2 net acres. The proposed project is therefore consistent with the Zoning Ordinance requirements for minimum lot size.

Document Description
The project proposes to subdivide 10 acres into 2 single-family residential parcels measuring approximately 6 acres and 4 acres (gross). The site is off Niemann Ranch Road in the Community of San Dieguito. Grading will involve 2,800 cubic yards of cut excavation and 2,800 yards of fill. All lots will be on septic. Off site improvements include the construction of a new private road. The project also proposes the dedication of a good portion of the property into open space. The entire project will be served by the following agencies/districts: Olivenhain Municipal Water District, Rancho Santa Fe Fire Protection District, San Dieguito Union High, and Solana Beach School District.
