The McKenny property is characterized by a relatively flat, upper area, with a gentle northerly slope, and a drop-off on the northeastern edge of the subdivision into a gulch. The site is covered with grass and minor brush with a few redwood trees near the south and southwestern property boundaries. Access to the site is from the County maintained Excelsior Road, at its intersection with County maintained Fern Street. The surrounding area consists of a mixture of large and smaller subdivsion-lot developed residential parcels. Development is generally restricted to the terraces above the break in slope leading to the gulch. Present Zoning: Residential Single Family with a greenway and Open Space Combining Zone and a 6,000 square foot minimum parcel size. Present General Plan: Residential Low Density; Eureka Community Plan

Document Description
A subdivision of a 9.2 acre parcel into 22 individual lots ranging in size from 6,022 square feet to 5.93 acres (lot includes gulch-greenway) with an average parcel size of 8,700 square feet. A new roadway is proposed to transect the site, with lots on either side of the road. The roadway is proposed to be within a 36' private access easement and to be maintained by a road maintenance association. A 20' wide access easement will allow access to parcel 6, 9 and 10 that are considered flag lots. Appropriate roadway widths and turn around are proposed for the Fire Department Equipment maneuverability. The Parcel was previously logged. Existing redwood trees located in proposed roadway are proposed to be removed. Some limited clearing and stump removal activities were conducted by the Owner in Oct.-Nov. 1998. After consultation with the Department of Fish and Game, the owner's consultant has prepared a remediation plan to mitigate for possible impacts on riparian vegetation. Each lot is proposed to be occupied by a single-family residence. Humboldt Community Services District will provide water and sewer services. PG&E will supply gas and electricity, Pacific Bell will provide telephone services and Cox Cable will provide cable television service. All the services and utiities will be placed underground to the specifications of the affected public agencies. Proposed lot 4 has an existing 1500 sq. ft. residential structure.
