In March of 1995 flood waters of the Napa River overtopped existing flood control structures. Both the Vineyard Valley Mobile Home Park and the Hunts Grove Apartments received flood damage. Since the 1986 flood, the City of St. Helena in cooperation with the Napa County Flood Control & Water Conservation District has been investigating measure to reduce the flooding to this community. A jointly sponsored 1999 study conducted by Hydmet resulted in the enlargement of the 100-year flood plain indicating a more serious flood hazard to the community, the City contracted with MBK Engineers to conduct a comprehensive flood protection study for St. Helena.
