Document Description
The McClellan AFB/Watt Avenue Redevelopment Project Area includes 2,856 acres in the Main Installation and 634.2 (net) acres of privately owned commercial (36.7%), industrial (21.5%) and vacant (23.7%) properties outside the base along both sides of Watt Avenue, just east of the Main Installation, between Antelope Road and Interstate 80. Public uses, parking, easements and open space make up the remaining 17.1 percent. There are eight residential parcels with nine residential units in the Project Area. The Redevelopment Plan provides the Agency with powers, duties, and obligations to implement and further the program generally formulated in the Plan. Because of the long-term nature of the Redevelopment Plan and the need to retain flexibility, it does not present a precise plan or select from among possible specific projects for any specific area. The Redevelopment Plan presents a process and a basic framework within which specific plans will be presented, specific projects will be established, and specific solutions will be proposed, and by which tools are provided to fashion, develop, and proceed with such actions. The Redevelopment Plan provides a financing and implementation mechanism by which the Agency can utilize a range of projects and programs and work with residents, businesses, and property owners to alleviate the blighted conditions which exist in the project area.
