The Existing Plan and proposed Amendment implements many of the goals, policies and implementation programs outlined in the Healdsburg General Plan. Futhermore, the Existing Plan and proposed Amendment will be consistent with the land use designations and development standards outlined in the Healdsburg General Plan.
The proposed Amendment does not conflict with the Zoning Ordinance, either. In fact, as specific redevelopment projects are proposed, the Zoning Ordinance required adherence to development regulations to minimize environmental impact.
Document Description
Amendment No. 2 will include the following key elements:
1. The tax increment limit is proposed to be amended from $100 million to $307 million.
2. The debt limit is proposed to be amended from $50 million to $100 million.
3. The time limit to incur new dept is proposed to be amended from 2011 to 2014 (reflecting an adjustment to Amendment No. 1 which approved a ten year extension in the period to incur debt that was incorrectly calculated to be 2011 instead of 2014).
4. Include redevelopment programs that have been identified which are necessary to alleviate the existing blight conditions.
