Document Description
The CA Tahoe Conservancy proposes to conduct a program of prescribed burns as a means of forest health management on CTC holdings of approximately 146 acres within the Carnelian Canyon Watershed of the Lake Tahoe Basin. The program would be designated to modify and reduce project area fuel material and improve wildlife habitat. Controlled burns would break up the continuity of brush, which, unchecked, facilitates the spread of forest fires. This program would also remove smaller trees, allowing the remaining older trees to obtain more of the available soil nutrients, promoting a healthier late seral growth timber stand. Precautionary measures would be undertaken to protect the public and property outside of the burn site from the potential for fire-related impacts. Burn sites within the project area would be kept under control through the manual construction of fire barrier lines and use of existing roads and cleared areas as control lines. Emergency suppression equipment would be on hand at the project site for immediate response if the burn went out of its prescribed limits. A smoke management plan, fire escape plan, and public information plan have been developed to address the potential hazards posed by a prescribed burn on the project site and to protect health and safety. Burning would occur in close coordination with the Placer County Air Pollution Control District (PCAPCD) and would be restricted to the days determined to be suitable by the PCAPCD. Riparian vegetation would not be disturbed by any prescribed burn, and any vegetation maintaining stream shade and temperature also would not be disturbed. The project site would be burned in a pattern designed to create and maintain a mosaic of older and younger growth with a diversity of habitat to provide for wildlife forage.
