Document Description
The project is bounded by Camino Capistrano Road & I5 to the east, orange groves to the west & south & the Bathgate box culvert to the north. The OCTA is proposing to stabilize the railroad tracks by halting the erosion of the Oso Creek invert & related slope movement by raising the creek invert to stabilize the banks of the Creek. Repairs will be done by filling the current creekbed to 18 feet above its current channel invert and construct a 1,400-foot open box channel 16-feet deep and 34-feet wide. The open channel will extend for 1,400 feet from Mile Post 195 upstream to the existing Bathgate culvert upstream of the Project area. Once the creek takes a southwesterly turn, the channel invert will drop 19 feet through a steep slope for about 70 feet. At the downstream end of the steep slope, a reinforced concrete energy dissipator structure will be built to reduce velocities within the Creek to a speed slower than, or equal to current stream flows. Stabilization of the Creek will allow stabilization of the existing landslide, which will permanently stabilize the rail line and allow for the reconstruction Camino Capistrano Road. The Creek parallels the rail line at the eastern edge of the Project area. Construction of the project will allow the rail line function continuously, without concern for closure due to slope movement, storm flows, or erosion the Creek. The Project also provides bank protection and saves land at the edge of the Project area for local landowners.
