- The project proposes to amend the underlying land use designations for ±5 developed acres of a ±37 acre parcel within the unincorporated County. The parcel is located between the Rural Community of Sutter and the City of Yuba City, and has frontage along North Colusa Frontage Road, which is a County maintained road. The project proposal includes a General Plan Amendment from Agriculture-80 (AG-80) to Industrial/Commercial (I/C), a Rezone from Agriculture (AG) to Commercial Industrial (CM), and a Use Permit to . The applicant has indicated the intent to continue a wholesale nursery and green waste facility on the property and to potentially expand the use in the future pending approval of their requested General Plan Amendment, Rezone, and Use Permit to reduce Agricultural Buffer requirements. The existing operations are considered permitted uses (with a Use Permit) in the AG and CM zones. No formal development proposal has been submitted at this time for any change or expansion to the existing use of the property. The proposed amendments to the General Plan land use designation and zoning would allow a mix of commercial and industrial uses as a permitted use and/or a use requiring discretionary approval.
