- Hayward Climate Action Plan and CEQA GHG Thresholds
- Description
- The City of Hayward is preparing the CAP as an update to the Hayward 2014 CAP. The CAP includes measures and supportive actions addressing communitywide GHG emissions. The City is committed to a 3.12 metric tons (MT) of carbon dioxide equivalent (CO2e) per capita GHG emissions reduction target (i.e., 40 percent below 1990 levels) by 2030 and a long-term goal of carbon neutrality by 2045. This 2030 GHG emissions goal was selected to be consistent with California Senate Bill 32 State emissions targets, CEQA Guidelines, and the Bay Area Air Quality Management District guidelines for a qualified GHG emissions reduction strategy, and to be achievable by City-supported actions identified in the CAP Update. To achieve the Hayward 2030 GHG emissions target, the City has developed 18 CAP measures related to building energy, transportation, waste, water/wastewater, and carbon sequestration. In addition, the City of Hayward proposes to adopt quantitative CEQA GHG thresholds for use in evaluating whether a plan or project’s GHG emissions would result in a potentially significant environmental impact under CEQA for plans or projects with pre-2030 buildout or initial operational years. The CEQA GHG thresholds would be applied to plans or projects that cannot tier from the environmental analysis for the Hayward CAP.
