- The Final Finding of No Practicable Alternative is issued for a proposed action that would be authorized under a National Environmental Policy Act (NEPA) categorical exclusion (32 CFR Part 775) per the public involvement requirements of Executive Order 11988 (Floodplain Management) and Executive Order 11990 (Protection of Wetlands), which are applicable to all levels of NEPA analysis. The proposed action is to construct a new tertiary wastewater treatment plant at the location of the existing wastewater treatment plant. The public and local review period occurred from September 26 to October 10, 2023. No additional comments are being requested on the Final FONPA.
