Description
Rami Fahil (applicant) is proposing to develop a 196-unit apartment complex on three contiguous parcels equaling approximately 5.65 acres. The request includes two components: 1. General Plan Amendment (GPA) of the land use element of the Metropolitan Bakersfield General Plan (General Plan) from GC (General Commercial and LR (Low Density Residential) to HMR (High Medium Residential) on ± 5.65 acres; 2. Zone Change (ZC) from an R-1 (One Family Dwelling) zone classification to R-3 (Multiple-Family Dwelling Zone) on ±5.65 acres; The project intends to develop a 196-unit apartment complex to consist of 13 buildings, each building to vary from 9-42 units. The units would be one and two bedrooms varying in size between 1,014 to 1,088 square feet in floor area. The project also includes 255 parking spaces, a community center, swimming pool, soccer field area and basketball court. Currently, the front portion of the site along Wilson Road is developed with the previous Italian Heritage Center/banquet hall with outdoor reception areas and detached accessory structures. The rear portion of the site is vacant land. The development plan is to demolish the banquet hall and build multi-family housing units.
