Former Marchant/Whitney Site Remedial Action Plan
Description
Environmental cleanup of the Former Marchant/Whitney (FMW) Site located at 5679 Horton Street in Emeryville is proposed. Environmental investigations conducted throughout the 1.75-acre Site have found the presence of cadmium in soil, total petroleum hydrocarbons (TPH) in soil and groundwater, and volatile organic compounds (VOCs), primarily trichloroethene (TCE), in soil, groundwater and soil vapor (air in between soil particles). TCE-impacted groundwater also extends to the west of the Site. The draft Feasibility Study/Remedial Action Plan (FS/RAP) proposes a demolition of an existing 47,000-square-foot building, soil excavation with off-site disposal of contaminated soils, soil and groundwater cleanup with heat and extraction of soil vapors and groundwater, injection of biological amendments for cleanup of residual contaminants. A soil vapor assessment is proposed to determine if contaminant vapor intrusion mitigation systems will be needed to prevent contaminants from entering indoor air in buildings, capping the Site with hardscape, and land use restrictions. The consequences include making the currently vacant site suitable for commercial/industrial usage and cleaning up groundwater that is impacting nearby downgradient properties.
