Description

The project being proposed by Plumas-Sierra Rural Electric Cooperative for the property located at 92754 Highway 70, Vinton, is a public utility facility for solar electric generation. The property is zoned I-2 (Light Industrial), S-1 (Suburban), F (Farm Animal Combining), and SP-ScR (Special Plan Scenic Road). Under Plumas County Code (PCC), a solar electric generation facility is considered a public utility facility. A public utility facility is defined by Plumas County Code Section 9-2.277 as "an improvement use necessary for the provision, distribution, or conveyance to the public of utilities or a facility for the maintenance of such facilities." A "public utility facility" is a use permitted subject to a special use permit in the S-1 zoning and a site development permit in the I-2 zoning. The parcel in which the project is located is approximately 37.01 acres. The proposed project would encompass 26.8 acres of the 37.01 acre parcel. The proposed solar electric generation facility would produce 4.625 MW-AC (megawatts alternating current) and 5.694 MW-DC (megawatts direct current) of power. The expected yearly power output of the facility is 12,425 MWh (megawatt-hour).
