The applicant requests design review and a coastal development permit to demolish an existing residence and construct a single-family residence (5,596 sf) with detached garage (686 sf) in the R-1 zone. Design review is required for the new structure, additional covered parking, elevated decks (810 sf), skylights, two air conditioning units, pool, spa, grading, retaining walls, landscaping, construction within an environmentally sensitive area (oceanfront, landslide), and to maintain nonconforming site conditions including improvements in the bluff top (beach access stairs). A coastal development permit is also required for an accessory dwelling unit.
