Shinohara II Remediation of Burnsite and Restoration Project
Description
CDFW is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (# 1600-2015-0246-R5) to the project applicant, City of Chula Vista. The project proposes to remediate contamination from historical burn ash dump on-site by containing and capping the contaminated soil. Exposed material found along the slopes adjacent to the river will be removed using the bucket of an excavator located at the edge of the upland terrace above the slope. All contaminated material will be stockpiled on the upland terrace and covered with a minimum 3-foot cap of imported soil. The slopes adjacent to the river will be recontoured to an approximately 3:1 ratio, and the terrace will be contoured to assure appropriate drainage post-remediation. Naive trees along the slopes will be avoided to the extent possible. Wetted areas along the mapped edge of the project area/limit of work are also expected to be avoided or will be minimally impacted. Erosion control fencing will be placed at the toe of slope to ensure that remediation efforts will not result in contaminated soil or imported cap soil entering the Otay River. Following the placement of the imported soil cap and recontouring the slopes, erosion control fiber mat will be placed on the slopes. Native riparian/wetland species will be planted on the slopes and coastal sage scrub species will be planted on the terrace.
