Description
Project involves the construction of a single-family residence on the 9.9 acre site located at the northern terminus of Magnolia Ave in the City of Santee, CA. The property is currently undeveloped. The parcel slopes downward from north to south. The slope of the property is in excess of 20%. The undeveloped 9.9 acre site contains 9.6 acres of Diegan Coastal Sage Scrub habitat and 0.3 acres of disturbed land. The Diegan Coastal Sage Scrub is a habitat area for the coastal CA gnatcatcher which is a threatened species under the Federal Endangered Species Act. Accordingly, a federal protocol survey for the gnatcatcher was conducted and a pair of nesting gnatcatchers was observed on the site. The proposed project would impact 2.62 acres of on-site DCSS plus additional 0.3-acres of DCSS offiste. The proposed area of disturbance includes the area of grading, fire protection zones, and an area where a septic system will be installed. Some of the fire protection zone would be located on the parcel immediately adjacent to the east. The proposed project consists of the construction of a one-story, single-family residence, driveway, and detached garage in the southeastern corner of the parcel. The low profile home contains 2,866 sq. ft. of living area consisting of the main residence and an attached guest casita. The structure has a low sloping roof that slopes downward from north to south. The project also includes a 624 sq. ft., detached, three-car garage. The building will reach a height of 16'2 1/4" above grade. An outdoor, 450 sq. ft. pool with a 49 sq. ft. spa are also proposed as a later development. Vehicle access to the residence and garage is via an approx. 300 foot long, 16 foot wide driveway that originates near the southeast corner of the lot. All the exterior building materials are natural colors consistent with the existing landscape on the property. Disturbed areas will be revegetated with native species similar to those found elsewhere on the property. The house will employ double glazed, low E windows for energy efficiency and have low water usage through efficient landscape and low flow fixtures. The glass on the exterior facades will be constructed with glass designed to minimize reflection. Grading is required to create the pad for the proposed structures and for the driveway leading to the house. Fill slopes will be used to support the bulk of the driveway leading up to the pad. The project also includes the recordation of a conservation easement over 7.0 acres of the project site, which will provide for the conservation, management, and monitoring for occupied coastal California gnatcatcher habitat, consistent with the project's Final Low-Effect Habitat Conservation Plan.
