Description
Note: 1 Hard Copy On May 8, 2013, the California Regional Water Quality Control Board, San Diego Region (referred to as "San Diego Water Board") reissued a municipal storm water permit entitled "National Pollutant Discharge Elimination System (NPDES) Permit and Waste Discharge Requirements for Discharges from the Municipal Separate Storm Sewer Systems (MS4s) draining the watersheds within the San Diego Region" (Order No. R9-2013-0001; [MS4 Permit]) to the San Diego County Copermittees, including the City. The MS4 Permit was issued by the San Diego Water Board pursuant to Section 402 of the Federal Clean Water Act and implementing regulations (Code of Federal Regulations [CFR] Title 40, Part 122) adopted by the United States Environmental Protection Agency, and Chapter 5.5, Division 7 of the California Water Code. The MS4 Permit, in part, requires the City to use its land use and planning authority to implement a development planning program to control and reduce the discharge of pollutants in storm water from new development and significant redevelopment to the maximum extent practicable.
