Lighthouse Project
The Project is the approval of a Corrective Measures Study (CMS) by the Department of Toxic Substances Control (DTSC) that would authorize activities related to the mitigation of volatile organic compounds detected in soil vapor and groundwater at the former MW Bluffs Owner, LLC site located within the larger Lighthouse development project. Activities to be conducted pursuant to the approved CMS include: -Excavation and disposal of impacted soil, if found during the soil movement activities; -Installation of vapor barriers with active venting/sub-slab depressurization beneath all structures to be constructed onsite; -Sampling and groundwater monitoring; -Recording a Land Use covenant with the Orange County Assessor's Office prohibiting certain activities that will disrupt the soil, and groundwater use; and -Developing an Operation and Maintenance Plan that will require long-term obligations of the landowner, including reporting requirements to the DTSC.
