Title: Single-Use Carry-Out Bag Reduction Ordinance
Description: The Ordinance prohibits the free distribution of single-use plastic and paper carry-out bags at the point of sale within the City of Santa Clara. An exception is made for recycled paper bags which can be provided to customers at the point of sale for a minimum ten cents ($0.10) charge. Retail establishments subject to the Ordinance include any commercial establishment that sells perishable or nonperishable goods. Restaurants, other food providers, and non-profit charitable organizations would be exempt from the Ordinance. The Ordinance would not include development of any physical structures or involve any construction.
