Low Water Crossing Replacement Projects: Fremont Street at Wilson Creek; and Pendleton Avenue at Oak Glen
Description
Project consists of the realignment of Pendleton Avenue, the construction of a bridge/box culvert and two flood control basins [per the City of Yucaipa guidelines] to allow the roadway to remain open during significant rain events and allow safe passage throughout the year. The construction of the bridge/culvert will replace the existing Oak Glen Creek low water grade crossing within Pendleton Avenue. The existing Pendleton Avenue is a 26-foot wide two-lane road that intersects with Oak Glen Road. Pendleton Avenue will be realigned and elevated at the Oak Glen Creek crossing. Pendleton Ave. will also be expanded to 60 feet in width to accommodate a sidewalk, parkway, and other improvements. A bridge/box culvert will be constructed where Pendleton Avenue crosses Oak Glen Creek. The channel improvements within the bridge/box culvert will include wing walls, transition structures, channel lining, riprap slope protection, and scour protection structures. The bridge/box culvert will be a cast in place reinforced concrete double box culvert per Caltrans standards] with the dimensions of 12 feet wide by 10 feet high. An additional straight pipe culvert headwall will be installed adjacent to the bridge/box culvert to widen and spread flows from the creek. Two flood control basins will be constructed south of Oak Glen Road. The flows will enter the first basin on the northeast corner of the site through a riprap drop structure and will be approx. 3 acres in size with a riprap spillway. Flows will then exit the first basin through the riprap spillway into a second basin. The second basin is a detention basin and will be approx. 5 acres in size. There will be 3 maintenance roads to access the bridge box culvert made of stabilized decomposed granite pavement - one will provide entry from Oak Glen Road, and two (one on each side of the road) will provide access from Pendleton Ave. The debris basin (most upstream) will be maintained by the City on a regular basis. Activities will include, but is not limited to: sediment removal, maintenance and repair of basin slopes and bottoms, access roads, grouted and ungrouted rock, soil cement, culverts and conduits, headwalls, chain link fencing; weed abatement; vector control; pest management; debris removal; trash removal from basin and pond; graffiti removal from basin; and repair of warning or regulatory signage. Maintenance of basins and channels will occur prior to and after the rainy season. The construction of the project will temporarily (8.2 acres) and permanently (2.7 acres) impact Fish and Game Code Section 1602 resources.
