Application 31095 of Barry Hoffner to Appropriate Water by Permit
Description
The project is limited to the modification of a small existing water diversion facility, located on Sulphur Creek at the Point of Diversion (POD) #2 named in water right Permit 21316 (Application 31095, Exhibit A), to facilitate minimum bypass flows. Diversions are piped to earn existing storage reservoir for irrigation and heat control for approximately 17 acres of vineyard. Permit 21316 requires minimum bypass of 0.5 cubic feet per second (cfs), or the entire flow of the stream if it is less than 0.5 cfs, at POD #2 before diversions are allowed. The existing diversion facility is a masonry wall approximately 14-inches high with two embed flexible pipes penetrating the wall near the flow line of the stream channel. The proposed modification of the masonry wall involves cutting the existing 3-inch diameter flexible pipes flush with the masonry wall at or near the same elevation as the existing flexible pipes through the wall for bypassing low flows, and a core-drilling another hole in the masonry wall to accommodate a 3-inch diameter galvanized steel pipe for diversions to the reservoir.
