- Hayward Executive Airport Land Use Compatibility Plan

- Per the requirements of the CA State Aeronautics Act (PUC Section 21670), the Alameda County Airport Land Use Commission has prepared the Hayward Executive Airport Land Use Compatibility Plan. The ALUCP sets forth policies that are used by the ALUC in evaluating the compatibility between future, proposed land use development in the vicinity of Hayward Executive Airport and the potential long-range aircraft activity at the Airport. The compatibility criteria defined by the ALUCP policies are also intended to be reflected in the plans and policy documents adopted by the County of Alameda, and the cities of Hayward and San Leandro, as they are the government entities with jurisdiction over land uses near the Airport. Preparation of the ALUCP was guided by the CA Department of Transportation, Division of Aeronautics' CA Airport Land Use Planning Handbook (2002), as required by PUC 21675(a). As described more fully in the Draft Initial Study Neg Dec prepared for the ALUCP, no inconsistencies were identified between the policies established in the ALUCP and land use designations specified within Hayward Executive Airport's influence area by relevant land use plans for currently undeveloped parcels. However, the ALUCP may limit the expansion of existing, non-conforming uses, which is considered a minor inconsistency and a less-than-significant impact. The ALUCP, as explained in the Draft IS, is considered to have "no impact" on all other resource categories identified in Appendix G of the CEQA Guidelines. Per the State Aeronautics Act, affected agencies would be required to update their land use plans in order to consistent with the adopted ALUCP.
