- A Special Permit for the construction of a second farm dwelling and for driveway installation across a wetland area. The applicant has proposed an approximately 3,100 square foot residence with an attached garage. Approximately 1,000 linear feet of a driveway (approximately 10 feet side) will be developed to serve the new residence. The driveway will cross approximately 2,400 square feet of wetlands. The project proposal includes mitigating the impacted wetlands areas in the following ways: creation of a bioswale along the side of the driveway, restoration and enhancement of existing wetlands and fencing and planting to enhance 7.89 acres of palustrine forested wetlands which will not be directly impacted by the project. The parcel is bisected by the Coastal Zone. All proposed development is within the inland area of the parcel. The Unclassified Zone at the project site supports a second residential unit with the issuance of a Special permit. The existing residence and other structures are located in the Coastal, Agriculture Exclusive (AE) zoned portion of the property. The AE zone allows for a second dwelling only if it is a farm dwelling (i.e. a dwelling deemed necessary to support existing agricultural operations at the site). Although the development is not in the Coastal Zone, the density of the parcel is limited by the Coastal standard, therefore the second unit must be a farm dwelling. The parcel is served with well water and onsite sewage disposal systems. No trees are proposed to be removed. Minimal grading is required.
