Description

NOTE: Extended Review Per Lead The proposed Fish Habitat Flows and Water Rights project change the Water Agency's existing water right permits and management of water supply releases from Lake Mendocino and Lake Sonoma to provide min instream flows that will improve rearing habitat for threatened and endangered salmon, as required by the NMSF's Russian River Biological Opinion and CDFW's Consistency Determination, and to update the Water Agency's existing water rights to reflect current conditions. The Fish Flow Project would replace the existing hydrologic index, which is based in the Eel River watershed, with a new index based on Russian River conditions. Changes to the Water Agency's existing water right permits includes extending the time to complete beneficial use of the existing 75,000 acre ft of water, no additional water rights are being requested.
