Description
Update of Monterey County's Housing Element 2009-2014 amends the 1982 Monterey County General Plan to replace the Housing Element 2002-2008. The Housing Element is one of seven required elements of the County's General Plan. The Housing Element 2009-2014 has been prepared to comply with State requirements. State Housing Element Law requires that each city and county identify and analyze projected housing needs within their jurisdiction and prepare goals, policies, programs, and quantified objectives to further the development, improvement, and preservation of housing, The State Department of Housing and Community Development (HCD) is responsible for reviewing housing elements of each city and county. Under State Housing Element Law, each housing element must: 1. Identify adequate sites which will be made available through appropriate zoning and development standards and with services and facilities to facilitate and encourage the development of a variety of types of housing for all income levels. 2. Assist in the development of adequate housing to meet the needs of lower and moderate income households. 3. Address and where appropriate and legally possible, remove governmental constraints to the maintenance, improvement, and development of housing. 4. Conserve and improve the condition of the existing affordable housing stock. 5. Promote housing opportunities for all persons regardless of race, religion, sex, marital status, ancestry, national origin, or color.
