Remedial Action Plan, Kinder Morgan Liquids Terminals, LLC (KMLT), Gaffey Street Terminal Site (Site)

Description

Implement Remedial Action Plan for contaminated soils on ~11 acres of land located at the southeast corner of North Gaffey Street and Gaton Street int he City of San Pedro. Excavate, transport, and dispose at permitted off-site facility ~35,365 cubic yards (estimated at 2,618 truck loads) of contaminated soil, and transport to a permitted off-site disposal facility. Addredd on-site groundwater impacts concurrent with soil cleanup activities. Implement dewatering, pump and treat activities, and discharge of impacted groundwater by permit. Install monitoring wells to evaluate post-remediation off-site groundwater conditions. Following removal of the impacted soil and completion of conformation sampling proposed with the RAP, backfill excavated area(s) with clean fill; compact and grade to match existing grades in the surrounding area. The anticipated schedule for implementation of the RAP is ~6 months. This remedy will protect future residents from petroleum hydrocarbons and volitaile/semi-volatile organic compounds identified at the site.
