San Diego State University's Plaza Linda Verde Project
Description
The Final Environmental Impact Report (EIR) for the San Diego State University Plaza Linda Verde Project was certified as adequate by the Board of Trustees of the California State University (CSU) on May 9-10, 2011. Concurrent with certification of the Final EIR, CSU approved the Plaza Linda Verde Project. The Project is a mixed-use development - located on an approximately 18-acre site - featuring ground floor retail and upper-floor student housing, parking facilities, and a campus green and pedestrian malls that link the Project site to the main SDSU campus. Subsequent to this action, the project is planned to be revised to include certain improvements, referred to as the Complete Streets Scenario. These improvements will revise the project described in the 2011 EIR in limited respects to provide two travel lanes in each direction on College Avenue (instead of the planned three lanes in each direction); bike lanes in the northbound and southbound direction, with intervening buffers adjacent to segments of the bike lanes; and a 13-foot-wide sidewalk on the west side of College Avenue. The revised road configuration would be accomplished by replacing the existing median with a landscaped median; replacing the existing street curb on the west side with new curbing t facilitate a 13-foot-wide sidewalk; and re-striping College Avenue to provide the identified bike and vehicle travel lanes. In accordance with CEQA, an Addendum to the Plaza Linda Verde Final EIR dated September 2014 was prepared to provide an analysis of the potential environmental effects associated with the Complete Streets Scenario as compared to the analysis contained in the certified Final EIR. The analysis presented in the Addendum concludes that the Complete Streets Scenario would not result in new significant environmental effects or a substantial increase in the severity of previously identified significant effect. Therefore, the proposed Complete Streets Scenario does not trigger the need for further environmental analysis in a subsequent or supplemental EIR under the requirements of CEQA and the State CEQA Guidelines, and preparation of an Addendum is the appropriate CEQA document (Cal. Code Regs., tit. 14, 15000 et seq.). The Board of Trustees of the California State University, through the Office of the Chancellor, considered the Addendum with Final EIR prior to its action approving the proposed project revisions.
