- The DTSP Update is a City-initiated project to update Specific Plan No. 5 - Downtown Specific Plan (DTSP). The project will reconfigure the existing 11 Specific Plan districts into 7 districts, modify development and parking standards, incorporate design guidelines and provide recommendations for street improvements, public amenities, circulation enhancements, infrastructure and public facility improvements and parking strategies. The development standard revisions include, but are not limited to, increasing allowed residential densities and modifications to maximum allowable building height based on site criteria. The project also revises parking requirements and modifies parking ratios, eliminated the Downtown Parking Master Plan and includes a Main Street Library Sub district on the Main Street Library site and a Neighborhood Sub district on 1st and 2nd streets between Walnut Avenue and Orange Avenue.
