- The California Department of Public Health (Department) is a responsible agency for this project. The Department's Safe Drinking Water Proposition 84 Program is providing state funds for the project. The Valley County Water District (VCWD) proposes to construct a by-pass/blending system which will allow VCWD to by-pass a portion of the influent flow to an existing ISEP ion exchange treatment system and blend it with a portion of the ISEP treated water to an acceptable level for potable use.
