The Housing Element is comprised of the following components: (a) an analysis of the City's population, household, and employment base, and the characteristics of the housing stock, including a summary of the present and projected housing needs of the City; (b) a review of the constraints to meeting the City's identified housing needs; (c) an evaluation of opportunities that will further development of new housing; and (d) a statement of the Housing Plan to address identified housing needs, including goals, policies, and programs.
